Project Background

As per Governor Carcieri’s 2005 executive order, the new 56,400 SF Rhode Island Public Safety Complex was designed to achieve a minimum of LEED Silver certification under the U.S. Green Building Council’s LEED rating system. Located on the existing State Police campus in North Scituate, the new state-of-the-art building consolidates the RI State Police main headquarters and two operational barracks, in addition to supporting
office departments such as the Criminal Investigation Unit, Bureau of Criminal Identification, and Patrol, Detective & Administrative Bureaus. The headquarters also features processing and holding facilities as well as a press and conference center. A significant component of the project is the inclusion of the new main headquarters of Rhode Island’s E 9-1-1 Emergency Telephone System.

Strategies and Results

To achieve LEED Silver certification under the LEED for New Construction rating system, the project team used a holistic integrated design approach utilizing the synergies between building envelope performance and HVAC system sizing to improve energy efficiency and return on taxpayer investment while minimizing construction costs.

Some of the sustainable design features included in the project are:
• An on-site infiltration pond for the treatment and infiltration of storm water, thus minimizing runoffs.
• Efficient water fixtures, such as dual flush toilets and low flow lavatories, sinks and showers, resulted in a reduction of 41% of the potable water use and savings of 167,858 gallons of potable water per year.
• EnergyStar roofing systems that minimize the heat island effect.
• Building envelope insulation with R-values of 20% over code, and a continuous air barrier that reduces HVAC system loads and equipment size.
• HVAC systems have SEER performance values that meet or exceed NBIS
Advanced Buildings Core Performance criteria.
• Collectively, building envelope and HVAC system improvements reduce energy use by 28% compared to the code baseline.
• High efficient ventilation systems coupled with non-toxic materials provide improved indoor air quality for occupants.
• An Indoor Air-Quality Management Plan implemented during construction minimized exposure to toxic materials for workers.
• Task lighting at all workstations reduces building lighting power density while providing individual controllability.

About Rhode Island State Police

The Rhode Island State Police was founded in 1925 and their motto is “ In the Service of the State.” They are a statewide, full service law enforcement agency with jurisdiction in all 39 cities and towns. There are presently 226 sworn members and 52 civilian staff members. They have a Uniform Bureau and a Detective Bureau that are strategically located throughout the State. Their main charge is to enforce all motor vehicle and criminal statutes of the General Laws of the State of Rhode Island and to assist city, town and federal law enforcement agencies.
